The 'Consorcio de Compensación de Seguros' (CCS), is an instrument that services the Spanish insurance sector, with an extensive historical background.
It is a public business organisation that is attached to the Ministry of Economy, Commerce and Business, through the General Directorate for Insurance and Pension Funds. It performs many functions within the insurance field, and amongst which those related to coverage of extraordinary risk, compulsory vehicle insurance, combined agricultural insurance and liquidation of insurance companies stand out.

The Consorcio de Compensación de Seguros (CCS) publishes the data on sums insured in property damage by zip code and risk class. This is the estimate of sums insured in property damage, based on the surcharges by risk class reported to the CCS by the insurance companies through the surcharge declaration system SIR.
The published data set has a level of detail referring to zip codes from all over Spain and reflects the annual update with the situation of the policies as of 31.12.2023.
